Obviously Deterrence doesn't work and the law system should be about PUNISHMENT and not Vengeance. Then there is the ultimate problem that defies any kind of capital punishment (except when you are a collectivist in heart). It is not 100% safe and even one innocent individual is too much. If you start the way down, what is 1 individual compared to 100 rightfully killed people, then you are working with the same tools as Communists and Nazis did...
